## Summary

Send the stored payload again with the same event id and a new x-cooper-timestamp and signature. Returns {delivery:{id, status, response_status, attempts, event_id}}. The stored payload is capped at 256 KB, and that stored body is what is sent. A missing delivery is 404 delivery_not_found. A disabled hook is 409 webhook_disabled. Another account's webhook is 404 webhook_not_found.
